2010-11 NCAA Rule Book

The NCAA has adopted a two-year cycle for rule book production and rule changes - The Women's Volleyball Rules Committee will produce rule books only in even-numbered years. The 2010-11 NCAA Women's Rules and Interpretations can be purchased by calling 888/388-9748 or via the NCAA website

2011 NCAA Rule Clarifications and Points of Emphasis

The 2011 NCAA Rule Clarifications and Points of Emphasis are viewable and available in a PDF download by clicking on "CURRENT RULE CHANGES" in the left-hand menu. Of course, to fully understand the implementation of these, and to get the complete information on all changes, you'll want to attend an OTP Clinic as part of your season preparation.

PAVO Volleyball Official’s Guidebook

The PAVO Volleyball Official's Guidebook includes invaluable information for volleyball referees, line judges and scorekeepers, including a complete casebook, comparisons with USAV and NFHS rules, information on official's certifications, and chapters on the mechanics and techniques for all officials. All well-equipped officials will own this book as a complement to the rule book.

This valuable publication is published every other year in even-numbered years. In odd-numbered years, a "supplement" is published with updated text, corrections, rule and technique changes, and an current-season practice examination.

The 2011 Guidebook Supplement will soon be available for download, free of charge.  However, the Supplement is only useful when used in conjunction with the 2010 Guidebook.  The 2010 PAVO Official's Guidebook is still available for purchase. Go to the PAVO E-store or call 888/791-2074.

Fundamental Scorekeeper Training

PAVO now offers a free PowerPoint presentation that provides basic instruction on completing an NCAA scoresheet and libero tracking sheet. This presentation reviews the 2011 procedure and responsibility changes that affect the assistant scorekeeper (libero tracker).

Schools, conferences and local PAVO boards who help with basic training should utilize this new tool. NOTE: Reviewing this power point presentation does NOT fulfill the certification requirement of attending a scorekeeper's clinic, but is intended for fundamental instruction only. There have been no changes made for 2011 in the Scorekeeping forms - use the link in the left-hand menu to obtain them.

2011 Line Judge and Scorekeeper Training and Certification

PAVO has developed training tools to help prepare these important support officials, including PowerPoint presentations, training videos, training manuals, and examinations.  The 2010 Scorekeeper Training Video is the most current, although the changes from the 2009 video are minimal.  The 2010 Line Judge Training Video is the most current version. The 2011 Line Judge Training Manual/Exam and the 2011 Scorekeeper Training Manual/Exam have been updated to reflect all current techniques and mechanics.  All videos and training manuals are now available for purchase on the PAVO E-Store.  Additionally, PAVO has now made the training manuals and videos available to the pool of clinicians at no charge on the PAVO website (click on the OFFICIALS TRAINING tab above).  Approved clinicians include all PAVO state- and national-certified referees and national-certified line judges.  Those individuals can now access the manuals and videos for the purpose of giving clinics.

Use the links below to learn more about how to use these tools to obtain or renew line judge certification or scorekeeper certification.

Also, PAVO has developed a new one-page "Libero Tracking Reminders" document that you can download here.  The simplified set of "mini-instructions" will help libero trackers of all experience levels understand their tasks during the match and provide reminders and hints that might help avoid errors.
